I figured it out! This is what I did:

[Only Registered Users Can See Links. Click Here To Register] - Downloaded Sonicstage 3 (SS3) and the plugin
- Installed SS3, let it reboot, installed the plugin
- Loaded SS3, during first time setup pointed it to my MP3 dir and let it scan/make it's Library
- Search through the library to find the song I wanted to toss on the PSP, dbl clicked it
- Plugged in USB cable to PSP and set it to USB mode. SS3 automatically reconized my "Memory Stick(PSP)"
- Right clicked the MP3 song and selected "Convert Format"
- I picked ATRAC3plus at 64kbps. Your milage will vary here. The default 256 made the converted file larger. They both sound the same to me, the origanal MP3 and the ATRAC converted one when playing them back on my PC with my $20 headset *shrug*
- SS3 makes the converted file wherever your settings are for "Location for imported files"
- With the song on the left highlighted, I clicked the right arrow to transfer to the PSP
- Wait a few seconds, it will now transfer the converted ATRAC3Plus file to the PSP in its own Album folder
Checking the memcard files out, doing this makes a CONTROL and HIFI dir in the root. CONTROL has a few tiny files/folders in it while HIFI has four small MSF files and one 2 meg MSA file with a name quite different then the MP3.
Seeing how I am too cheap/poor atm to get a larger memstick duo card, squishing these ATRAC3Plus files onto the included 32meg duo is quite nice. Wished you could just convert and plop on the files like any old MP3 but I guess we can thank Sony for their closed environment for that.
